A Short History of Workforce Development . . .
Designed to replace local offices of the Texas Employment Commission (TEC), Workforce Centers were created in 1995 by Texas House Bill 1863.  The goal of this new law was and is the creation of a new delivery system of workforce center related services that is customer centered and user friendly.
After receiving the recommendations, comments and suggestions of the Texas Council on Workforce & Economic Competitiveness, as well as government, business, labor and other affected persons & organizations, the Governor made the final designation of 28 workforce development areas (WDA's) for the planning and delivery of workforce development services.  The Rural Capital Workforce Development Area is one of these.

The Rural Capital Area Workforce Development Board (RCAWDB) is responsible for the design and implementation of the workforce center system in the nine county area surrounding Travis County.  These counties are:  Bastrop, Blanco, Burnet, Caldwell, Fayette, Hays, Lee, Llano and Williamson.  The RCAWDB contracts with Arbor E&T to manage and oversee the direct operations of the centers in these nine counties.


In Texas and Florida, two of the nation's most aggressive states in overhauling their welfare systems, Arbor E&T is the largest provider of job training, placement and retention services to welfare recipients, dislocated workers and disadvantaged youth participating in federal Workforce Investment Act programs. Arbor E&T projects in the two states ranked first in federally-established participation rates. Over the past four years, Arbor E&T has found jobs for more than 150,000 welfare recipients and others striving for self-sufficiency.
